The HERA Consortium

The hera consortium, led by hera in collaboration with the International Centre for Reproductive Health Kenya (ICRH-K) and the Aga Khan University (AKU), was appointed by FCDO in April 2020 to accompany DESIP throughout the life of the programme with independent third-party monitoring (TPM) and process evaluation (PE), to provide FCDO Kenya with timely, relevant feedback on the delivery and quality of DESIP outputs and outcome achievements.

The objectives were threefold:

Assurance : Third party monitoring of the DESIP activities and outputs, and quality of data: This draws on both primary and secondary data, ensuring that information is captured with a lens of ‘leaving no one behind’ as an important facet of DESIP focusing on marginalised groups and counties with poor youth/adolescent sexual and reproductive health indicators;

Evaluation: Process evaluation of the DESIP programme to generate new evidence: This engages in the ‘how and why’, assessing where there is evidence for the Theory of Change, using TPM results and a 360-degree secondary data scan as the basis of the investigation;

Learning: Facilitation of learning and sharing of evidence: The learning objective facilitates discussions on what the results mean, building consensus on the adaptations needed by FCDO and implementing partners (IPs), and thereby influencing better use of monitoring and evaluation (M&E) data
